DESCRIPTION
The Senior Vice President for Public Affairs and Communication is an executive level position that reports to the Executive Vice President and Chief Development Officer. Responsible for leading Capital Metro’s communications and community development efforts, including public and media relations, corporate reputation management, corporate and major employer outreach, employee communications, marketing, community relations, and issues management. The Business and Community Development, Marketing, and Communications departments will report to this position. Partners with other senior management team members to coordinate communications to a wide range of stakeholders. Stakeholders include but are not limited to customers, employees, media, business influentials, and the general public. The ideal candidate will possess the high energy level and dedication necessary to make a difference and to lead strategic efforts to increase the value to the community we serve.
PRIMARY DUTIES AND RESPONSIBILITIES
• Provides leadership, oversight and coordination resulting in a comprehensive communications, marketing, public relations and promotions strategy that includes all internal and external stakeholders.
• Develops, leads the implementation of, and provides oversight for an annual communications plan that reflects the immediate and long-term strategic plans and goals of the agency and its evolving vision as a regional transportation provider, mobility manager and key player in the growth and development of Central Texas.
• Develops efforts for strategic position of Capital Metro’s image and brand
• Develops and leads efforts to increase the public and community support for public transportation and working to meet the growing demand and diversity of regional mobility needs.
• Responsible for the development of market research, focus groups, and multi-media campaigns
• Develops efforts for increasing ridership and shaping community image
• Works closely with the President/CEO, Board of Directors, other staff in communicating priorities, positions, and values with the goal of supporting and enhancing authority’s mission and vision.
• Oversees all marketing initiatives and activities of the authority.
• Oversees Capital Metro’s primary news media contact and agency spokesperson; ensures staff is available for around-the-clock media availability for effective communications.
• Counsels and communicates with Board of Directors and senior level management on policy, media relations and agency concerns.
• Directs the production of reports, articles, news releases, editorials, speeches, talking points, and fact sheets as required.
• Develops and implements strategies to effectively utilize technology for communications to internal and external customers such as the company website and social networking.
• Directs the production of internal communications programs to inform employees, including vendors and contract employees who comprise the Capital Metro family, about new developments, news, employee programs, key issues, and strategic initiatives.
• Develops and oversees strategies for partnering with private entities and other stakeholders to accomplish Capital Metro’s strategic goals.
• Develops programs to foster effective and thorough communication with customers, (the general public,) neighborhood organizations, business groups, key stakeholders, and elected officials.
• Develops, submits for approval, and monitors department budget.
• Compliance with records management standards and company policy.
• Oversees the selection and management of public relations and media consultant contracts.
• Oversees management of staff including development and performance improvement.
• Performs other duties as assigned.
EDUCATION AND EXPERIENCE
• Bachelor’s degree in Business, Communications, Liberal Arts, Public Administration, Public Relations, Marketing, or related field. Relevant experience may substitute for degree. Masters or advanced degree preferred.
• Ten (10) years of progressively responsible experience in public affairs, government relations and public relations.
• Five years in an executive level position directing communications, public relations or marketing.
KNOWLEDGE, SKILLS AND ABILITIES
• Advanced business writing skills, excellent verbal skills, and have the ability to develop and deliver strategically targeted messages.
• Must have diplomacy in working with multiple and diverse audiences including boards of directors, all levels of employees, the public and the media.
• Team management skills to fully leverage talents of diverse people working together, and conflict management to deal with complex or sensitive situations and ensure the positive image of Capital Metro.
• Strong business knowledge or advanced understanding of the transit industry, and support of business objectives by developing integrated communication strategies and tactics.
• Ability to effectively communicate in writing including the development of reports, presentations, press releases, and correspondence on behalf of the Board of Directors, the President/CEO, and Capital Metro organization.
• High level of analytical and creative skills and the ability to find solutions to complex interpersonal, professional technical and administrative problems.
• Advanced interpersonal skills and the ability to effectively interact with all levels of employees, media representatives, the Capital Metro Board of Directors, the public and all parties, both inside and outside of Capital Metro in a diverse socio-economic and cultural environment.
• Ability to effectively work as a team player. A self-starter responsive to organizational needs, committed to excellence and continual employee development.
• Ability to comprehend complex materials such as technical reports and articles and to concentrate on details when coordinating activities, preparing speeches and articles or when developing media communications.
• Demonstrated ability to work effectively with federal agencies and policymakers.
SECURITY SENSITIVE POSITION
This position has been identified as a “Security Sensitive” position. Capital Metro will conduct annual background checks on incumbents in this position. A position is “Security Sensitive” if its incumbent handles currency, has access to sensitive computerized databases, has access to master keys, or works in an area of the Capital Metro that has been designated as a security-sensitive area.
SALARY RATE: $116,664.00 - $145,830.00 yr.

Cox is looking for an Assistant Director of Media Relations. Areas of focus are:
- Interacting with local, national and international business reporters and editors to build the school's brand
- Writing press releases, articles, etc. to promote professors' research, gifts and events at the school
- Writing/editing for the alumni magazine

Job Summary:
Supports Director of Communications in media relations by serving as the agency spokesperson and involves regular contact with media representatives. Provides day-to-day direction and supervises Communications staff in the production of all agency publications, media outreach, and agency events. Assists in creating, implementing, and overseeing agency communications programs; develops, maintains, and implements departmental policies and standards, and ensure conformance; familiar with standard concepts, practices, and procedures within the public relations or communications field.
Researches, writes, edits, and distributes communications materials including newsletter articles, press releases, brochures, and other outreach information to news media, the public, and others. Develops, designs, and edits agency publications; and performs all other duties as assigned. The position involves regular contact with TWC executives, state officials, and the public. Preferred Qualifications: Bachelor's degree in Communications, Journalism, Public Relations, English, or a related field and at least five years of communications, marketing, advertising, media, or media relations experience. Bilingual, English/Spanish, preferred; ability to provide written and verbal communications in Spanish and/or translate communication into Spanish. Proficient in Microsoft Word. Preferred skills include extensive experience using Excel, PowerPoint, and desktop publishing, graphics and photography. Knowledge of and experience with social media preferred.
Minimum Qualifications:
Graduation from an accredited four-year college or university with courses in journalism, public relations, English, advertising, communications, social science, or a related field plus four years of full-time experience in positions involving such activities as writing, scripting, editing, media relations, journalism, public relations, advertising, preparation of public information releases and reports, and other news materials, or performing related activities in a public or private enterprise.
*Twelve semester hours of graduate study from an accredited college or university may be substituted for each year of the required qualifying experience. A doctorate degree from an accredited college or university may be substituted for three years of the required qualifying experience. One additional year of full-time qualifying experience may be substituted for each year (30 semester hours) of the required college.
